The Quinte Business Achievement Awards (QBAA) planning committee has decided not to hold
a Business Achievement Award event in 2010. Instead this will be a year of reviewing, planning and implementing changes to the program that will ensure the event continues to be meaningful and relevant for the entire business community.

It is our hope that taking the time necessary to review every element of the program will ensure that future events will be even better than in years past. Thank you for taking the time to fill out this short survey, your input is very much appreciated.

Workplaces with more than five regular employees will be required by June 15, 2010 to have all the necessary policies, programs, measures and procedures in place in order to be in compliance with the recent amendments made to the Ministry of Labour’s Occupational Health and Safety Act (Bill 168-Violence in the Workplace).

As of June 15, 2010 employers with more than 5 employees will be required to:

§ prepare a written policy with respect to workplace violence and harassment
§ assess the risks of workplace violence that may arise from the nature of the workplace, the type of work or the conditions of the work
§ develop and maintain a program to implement the workplace violence policy
§ take all reasonable precautions in the circumstances for the protection of the worker if a domestic violence situation would expose a worker to physical injury in the workplace
§ provide information, including personal information, about a person with a history of violent behaviour
§ report and provide prescribed information on all workplace violence incidents to a joint health and safety committee

The Accessibility Standards for Customer Service Standard (O. Reg 429/07), also known as the customer service standard, came into effect on January 1, 2008 and is the first standard developed under AODA. It applies to all businesses and organizations that provide goods or services to the public or other organizations and have at least one employee in Ontario. Compliance dates and reporting requirements for organizations in the private sector, including non-profit are as follows:

§ businesses with 20 or more employees must comply by January 1, 2012, and report in 2012;

§ businesses with one to 19 employees must comply by January 1, 2012, but are exempted from reporting.

Results of the 2010 OCC AGM

Accountability, less red tape and strategic tax cuts are part of the compelling mandate given to the Chambers of Commerce across Ontario.
The Prince Edward County Chamber of Tourism & Commerce (PECCTAC) participated in this year's Ontario Chamber of Commerce Annual General Meeting allowing us to have input into important issues that affect businesses. Resulting from the policy resolution submitted in 2007 by PECCTAC (Changing the Way Business Regulations are Developed) the Ontario government has just released a press release announcing new changes to the way they develop regulations.
In an April 27th, 2010 media release, Associate Deputy Minister Gail Paech from the Ministry of Economic Development and Trade states: “You passed a resolution asking the government to establish comprehensive business regulatory reform as a strong economic sustainability priority. The government of Ontario has created the Open for Business (OFB) initiative to deliver faster, smarter and streamlined government-to-business services and to establish a modern system of government, while protecting the public interest”.

In addition PECCTAC, in partnership with the Prince Edward County Federation of Agriculture, submitted another resolution - “In Support of Agriculture”. The Ontario Government will provide through the Ontario Market Investment Fund $12 million dollars over 4 years to be allocated to develop economic opportunities through trade events marketing and industry research initiatives that foster partnerships and collaboration for the promotion of Ontario foods.

The Chamber has worked on many policy issues over the years that have had extensive results in the furthering of both the business community and the community at large of Prince Edward County.

The Chamber network is strong and united – and that is great news for all local business.

New Cottages and Campgrounds Organisation

Cottages and Campgrounds of Prince Edward County (CCPEC) is a sub-committee of the Prince Edward County Chamber of Tourism and Commerce (PECCTAC). PECCTAC supports the committee by providing a single point of contact online, a toll free number and office support. It is therefore necessary for members of CCPEC to be a member of PECCTAC as well.

What Do We Want To Achieve
CCPEC provides a mutually supportive forum for its members, to improve recognition of the diverse accommodation businesses in the County. We will work together and liaise with institutions locally and regionally to ensure maximum service and exchange of best practice through efficient and cost-effective methods with a range of member support and member service ideas. Our goal is to reach guests as well as member satisfaction wherever we operate. To achieve these objectives, CCPEC will develop a strategy to work together, communicate with other organizations or event coordinators wherever possible. CCPEC will strive for expansion and application of new technologies.

Our Mission
The mission of CCPEC is to increase business for its members by presenting a positive experience for our guests. We promote the cultural, geographical and business diversity of Prince Edward County and share the cost for marketing and promotion.

Thank you to Rick Caruso for filling in for me at our AGM on March 25th. Judging from the pictures on our website BLOG the evening was a great success. As reported, PECCTAC is geared up for a very busy year. Stay involved and come out to the Meet & Greets.

The Board of Directors Welcomes Rick Caruso as PECCTAC’s Visitors Information Services Coordinator

The Prince Edward County Chamber of Tourism & Commerce (PECCTAC) is pleased to announce the appointment of Rick Caruso as Visitors Information Services Coordinator effective March 1, 2010. This position will entail overseeing all tourism aspects concerning PECCTAC members, the community and visitors including offering information and support to any tourism related business.

“We are very excited about the Ministry of Tourism’s new regional initiatives and the opportunities it will bring to the community,” states General Manager Lawrie Ackerman. “Now, for the first time, we are able to have an individual whose wealth of experience is invaluable and who will be able to focus strictly on Visitors Information Services.”

Mr. Caruso’s priority will be to jump-start initiatives set by the PECCTAC Board of Directors as well as overseeing regional opportunities to expand upon what the Chamber offers. Mr. Caruso has been a PECCTAC member since August 2002 and has volunteered many hours for the Chamber over the years. He was one of the founding members and the principal initiator of the Accommodation Association of Prince Edward County (AAPEC) that was established in August 2004.
In January 2005, Rick Caruso was elected Chairman of AAPEC, a position he still maintains today, overseeing the development and marketing of the association for the past six years. As an active member of the Board of Directors since 2005, he was the Chamber’s Vice-President in 2007 and became President in 2008.
Having worked closely with the General Manager over the past few years and having attended the last 3 Ontario Chamber of Commerce Annual General Meetings, Rick has a wealth of knowledge and experience in dealing with tourism initiatives as well as Chamber operations.
As the AAPEC and Chamber representative on the Tourist Destination Alliance (TDA) since its inception, Rick has also been the co-chairman of the TDA since 2007.
In addition, he not only won the “Taste the County” award for his outstanding contribution to the tourism sector for his work with AAPEC but also, along with his wife, Deborah, won the Quinte Business Achievement award for Hospitality and Tourism (small scale) for their business Caruso’s-on King B&B and Serenity Spa, both in 2007.

Rick Caruso is very committed to our PECCTAC members and the community. He will ensure the needs of both our visitors and members are met.

As of September 2009 all operators of powered watercraft used for recreational purposes within Canada require a “Pleasure Craft Operator Card”.

NEW OPPORTUNITIES
Ontario is now the first province in Canada to implement a state-of-the-art geographic information system (GIS) tool for the purposes of investment attraction.

SelectOntario is a flexible and dynamic online search tool that showcases investment properties, infrastructure and location advantages and workforce skills for site selectors to help make investment decision-making faster and easier.

Using a Geographic Information System (GIS), the online site has data for over 500 Ontario communities on its database and provides information on items including: available commercial real estate region-specific wage data, lists of businesses with 10 or more employees, satellite imagery up-to-date demographic information on education levels and workforce skills, and detailed overviews of Ontario’s diverse industry clusters.

There are four main ways to search the GIS: Site Search (industrial, commercial, investment, agricultural, vacant land, and business); Community Search (name or demographic and labour force); Industry Search (NAICS or SIC code); and Skills Search (university, college, apprenticeship, and community).

In other related news, the Ontario government gave $160,000 to help communities create revamp their municipal and regional websites, all to help attract investment and support local businesses.

Update from the Bay of Quinte Tourist Council

The BQTC has kicked off 2010 with three main goals for the year in area tourism:
First, we have worked to develop and launch a comprehensive website that showcases the imagery, location, and events of the whole Bay of Quinte area. Secondly, we are working on new signage within the region, working with each of our municipalities and Chambers of Commerce.
Thirdly, we are working on increased partnerships with the province in the new Regional Tourism Organization (RTO) that is being developed with Kingston, Gananoque, Brockville Cornwall, and Prince Edward County.

What sets Bay of Quinte Tourism apart from other partnerships and organizations is the scope to which we are partnering all businesses and organizations in our region.
With the common goal of attraction and retention of visitors of all types to our area, we have recognized those needs in Economic Development, Home Builders, Realtors, as well as the accommodations, restaurants, attractions, culture, arts, landmarks, and recreation sectors that make up traditional tourism.
We have also done this under the banner of the Chambers of Commerce in the region, which represent over 1100 businesses in the area. By pooling our resources, we will maximize our return on investment of those marketing dollars spent promoting all stakeholders in the region.
By coming together as a region, we will maximize our region’s presence in Ontario and the world stage in a reorganized provincial tourism effort.

GENERAL TRANSITIONAL RULES FOR ONTARIO HST

The 2009 Ontario Budget proposed a comprehensive package of tax changes.
Central to this tax package is the proposed Harmonized Sales Tax for Ontario (HST), which, subject to legislative approval, would come into effect on July 1, 2010.

The government has provided details of the proposed measures that would build on Ontario's comprehensive tax package and help consumers and businesses transition to the HST.

Scam Alert
A local Chamber of Commerce in Ontario has sniffed out a scam that is currently going around. An independent sales organization is doing phone solicitation regarding merchant accounts saying that they have the support of the "XYZ Chamber of Commerce" or "chamber group" and want to offer a better program etc.
They are asking for merchant information that in no way should be shared with third parties. While this has happened most recently in Ontario, this company may move elsewhere and try the same thing in your region so just an FYI.

It is good practice to remember businesses should not provide information like this over the phone or submit any documents (merchant or bank statements) to an entity that is unknown to them.

Prince Edward County is well represented at the many Ministry of Tourism meetings to discuss the formation of "Regional Tourism”.
The County is part of Region #9" whose boundaries were designated by the Ministry of Tourism last December.
Regional Tourism Organizations (RTO’s) have been asked to come to the table to facilitate marketing, tourism product development and training for Region 9.
The Bay of Quinte Tourist Council is attending all these meetings to ensure Prince Edward County is well represented.

PECCTAC Christmas Meet & Greet

The last Meet & Greet and Christmas gift auction was a wonderful experience at beautiful Browns Manor B&B.

Thanks to our hosts, Diane and Ross Lindsay we had a great time with homemade pizzas, Artisan Cheese and complimentary wine (again!) from Del-Gatto Estates Bella Vigne.

The exciting auction raised close to $700.00 for the CAS campaign which PECCTAC supports for the last years. Thank you all for your donations and enjoy the gifts you bought.

PROTECT YOURSELF AND YOUR BUSINESS
A representative of the Bank of Canada has offered our members a free training session so you can protect yourselves from receiving counterfeit currency and credit card fraud.
The training session lasts approximately an hour and is a hands-on event. They will provide genuine and counterfeit currency so attendees can see and feel for themselves the effectiveness of the security features on Canadian currency.

Trillium Funding Announced

“We are pleased to be able to help the Chamber of Commerce expand their services to the people of Prince Edward County and beyond.”

Scott Wentworth of The Scott Wentworth Landscape Group LTD will begin construction in October. Scott was instrumental in revitalizing the Cenotaph Park and his landscaping plans for the Visitor’s Information centre reflect the parks design.

News from Ministry of Community and Social Services

The Final Proposed Accessible Information and Communications Standard, as part of the Accessibility for Ontarians with Disabilities Act, 2005, has now been posted on the Ministry of Community and Social Services’ website.
The Initial Proposed Accessible Information and Communications Standard was developed by an external Accessible Information and Communications Standards Development Committee (SDC).
This external committee included representatives from the disability community as well as the public and private sectors.
The initial proposed standard was released for its mandatory public review period from November 17, 2008 to February 6, 2009.
The committee then revised the initial proposed standard to reflect the public’s input resulting in the Final Proposed Accessible Information and Communications Standard. The final proposed standard has now been submitted to the Minister of Community and Social Services for consideration.

From Elyse Platt:
“What is there to do on a rainy day?” seemed to be the popular question of the summer. Fortunately for me, after two years of working at the Chamber, I have gotten quite good at answering. It’s a good thing for us that the County specializes in tasty county cuisine and wines to warm up damp spirits.
The weather maybe didn’t cooperate with us this summer, but the crowds of happy vacationers continued to pour through our doors.
One of the delights of this job is the opportunity to meet dozens of new people everyday. People come from all over the world to enjoy what the County has to offer. A typical page in our guest book reads “Toronto, Montreal, Toronto, Spain, Switzerland, Montreal, the Netherlands”!
It was interesting to see a newspaper brought in by one visitor, covered in Chinese symbols with “Lake on the Mountain” written in large letters at the top.
Needless to say, working at the Chamber makes me even more thankful that I live in the County.I would like to thank all of our members for being so friendly all summer. Whether you popped by the office, or I spoke to you on the phone, it has been a pleasure working with all of you. Thanks for another great season!

It’s been a fast and fantastic summer!
Throughout the last few months, I have had the honourable post of representing and promoting the fine businesses of Prince Edward County.
As a born and bred “County” native, I’ve had the unique experience of watching Prince Edward County develop and blossom into the tourist haven that it is today.
My position at the Chamber this summer has exposed me to many of the exceptional people of Prince Edward; whether they are long-time entrepreneur, migrated business-person, or temporary resident, the sense of teamwork on display as been dazzling and unforgettable.
This job has been an eye-opening experience since the beginning.
Firstly, I learned that my knowledge of the County needed some touching up.
The first time someone asked me where they could go to swim on a sandy beach with little to no people, no parking fees and a place to pitch a tent for free, I was speechless.
Of course, the answer to that question, as I quickly became aware of, is no where.
Thank you to all the members for being helpful and polite. Although it is not a condition when you join the Chamber, we sincerely appreciate everything you have done to make our job a little easier.
Overall, I’ve enjoyed my experience at the Chamber. Would I go as far as to say that it has been spectacular?
No, I would probably have to say this it has been a PECCTAC-ular summer!

The Bay of Quinte Tourist Council is pleased to announce that Alison Dickey has been hired as the marketing coordinator.
Alison’s priority will be to jump start initiatives set in place to increase tourism efforts in the Bay of Quinte region.
Working out of the whole region, Alison will be approaching all potential partners in Tourism in the coming months with new strategies to boost all efforts in making the Tourist Council’s goals realized. Of those goals, creating greater partnerships, instilling a powerful new website, and working with the region for a central new Tourism centre are of most importance.
“We are very excited for what is to come with Bay of Quinte Tourism” states Council President Lawrie Ackerman. “For the first time, we are able to have an individual who will be able to bring everything together for the greater good of the entire region”.
“We are sitting on a goldmine”, notes Director Ryan Williams. “This entire region, as we all know, is one of the most undiscovered in Ontario. Working alongside amazing initiatives seen through Taste the County in Prince Edward County, and Comfort Country in Tweed, Cambellford, and Madoc, Bay of Quinte Tourism will define the region not just in Tourism, but also as the great place it is to work and live.”
Partnerships are the key to Tourism’s success. The Bay of Quinte Tourist Council is a premier partnership in itself, having been formed in 1982 and made up of all Chambers of Commerce and Tyendinaga.
Alison is from the Quinte Area, attending Loyalist College with her diploma in Broadcast Journalism, and completed an internship with Quinte Broadcasting before working in Sales. She presently resides in Carrying Place. Look for her soon!

Transcribed in no particular order….

All wind turbine projects are predicated on where they are located. There is a large tract of land along the south shore, south of army reserve rd – ideal place for limited number of windmills. But transmission should be underground to limit the potential damage.
Finally most importantly – NO development should be permitted until there is a comprehensive alternate energy plan drafted for the County.
This plan must be sustainable and meet best practices for the community.

Major wind energy development is needed to reduce air pollution and resulting health costs and to extend the life of the fossil fuel supply. It supports family farms and rural economy and will not scare any tourists away.
I see wind turbines as a major step towards a sustainable future for our children and grandchildren.

I believe there is insufficient data available regarding the effects of wind turbines on the health and well-being of people living in the proximity of the projects to enable us to simply decide to go ahead for the benefit of the few who will benefit from leasing of farmlands to their development.

There is a lot of information left out about the economics of windmills. The Federal government gives a grant of $10.00 per KW capability of each windmill. We do not know how much the Provincial government gives the producers of electricity are paid a premium price by Ontario generation while the consumer pays 5-6 cents per KW (and we still pay to have sent to us and pay hydro’s debt).
So the taxpayer is heavily subsidizing these projects which at best run 60% of the time and have to be taken off line for maintenance.
The system is inefficient and Mr. Smitherman knows it so he can promote nuclear energy.

The programs supporting alternative energy are a sham. Geo thermal would supply good heating and cooling but cost for new construction is prohibitive (no rebates – no incentive). Heating and cooling our homes and business consumes a lot of energy.
Solar hot water is also a large consumption of energy. The program again means you have to go through bureaucratic hoops. People making money to tell you what you already know.
In order to get the rebates we need not only to oppose but provide alternative.

Note: the timing of this survey is not the best.
This is the busiest time of the year.New information related to distance and health concerns are coming on stream as we speak.

The European experience has been mixed. There are issues of reliability, oscillation and storage that have not been fully addressed.
Further I do not agree with grant programs that do not provide a payback to taxpayers that substantially front the costs.
If private enterprise wants to do this, the cost should be born by shareholders not the taxpayers.

I feel this wind energy fever is a misplaced dumping ground for a lot of people wish to do good environmentally.
However, to ruin the natural beauty of a place like the County is a net loss for everyone and earth.
Apparently countries with extensive wind turbine developments have experienced no reduction in fossil fuel use, which I guess is the perceived goal of wind energy, so why would it be different here.

Brainstorming sessions without the rush to do something immediately, while the easy handouts are available, could lead to numerous and varied alternatives to big, dumb turbines littering the landscape and have an actual and verifiable reduction in fossil fuel use.
I also think it is great you are doing this survey and I assume it is with the intent of coming out publically with your findings.
Then as a highly visible presence in the community, everyone will know where the Chamber stands on this issue, which of course you will know when you analyze these surveys.

I don’t support any turbines on Prince Edward Point or anywhere near or in sight of Sandbanks or North Beach Provincial Parks.
I mostly so not support wind projects as they have been proposed in Ontario to date. I think that wind power projects might have a place in an overall alternative energy initiative that includes other types of alternative energy but I believe these projects must be carefully planned so as not to damage the communities and countryside and waterfront where there are places.

The projects proposed will probably decrease much need revenue for Prince Edward County. It seems clear that property values and tourism will drop id these projects go forward.
The damage will outweigh the benefits.

Wind turbines over 50 feet in height should not be allowed in Prince Edward County. PEC is a populated, vibrant, beautiful destination point that Ontario needs and cannot lose. Wind turbines will decrease property values, health, landscapes and the aesthetic desirability for Ontarians and others to visit, shop, enjoy and possibly reside in this beautiful jewel Ontario has. Ontario only has 4 to 6 “Jewels” to attract tourism, places for our seniors or approaching seniors to retire or buy …….. homes.
PEC ranks with Niagara region Ottawa, Muskoka, Oak Ridges, as pristine cultural, agricultural areas in Ontario. All should have ugly large noisy expensive wind turbines banned forever.

I agree with the proposal put forth by 3 men from Big Island – small scale wind projects, solar panel, geothermal units, etc. with grants from governments. Not foreign huge scale towers.

Deseronto Transit

As many of you may have seen in this week's County Weekly, there is now public transit available from Picton and Bloomfield to Belleville.
Deseronto Transit will be running buses from Macauley Village, the Crystal Palace, Metro, and the Bloomfield Post Office, going to the Belleville Bus Terminal, the Bayview Mall, and Shoppers Drug Mart in Belleville.
Buses run throughout the day at convenient times for commuters departing to and from the County regularly.
Tickets are very affordable and there is even an option for a monthly pass, or a book of 10.
This is great news for tourists that do not wish to drive here and want to take the bus or train to Belleville and then come to the County because there is now affordable public transit.

Summer has arrived and with it, the tourists. “Waring's Corner” may be one of their first attractions or hurdle with the addition of the new round-about.
This scenic addition compliments our new home building centre, Home Hardware, the new expansion of the Waring House and marks a welcoming entrance to the Picton area.

The County has received some wonderful news from our Provincial and Federal governments with the announcement of money coming to the County in support of the building of the Wellington Community Centre and County Youth Park in Picton.
These projects will be great assets.

The Provincial government has been on a summer recess so there has been no further word on the implementation of the “Tourism Competitiveness Report”.
We will keep you informed as information comes in.
Our office has received many calls and emails regarding the proposed Wind Farm developments in the County and we have been asked to issue a statement against the development.
As our organization is made up of many members with diverse opinions, we cannot make a statement for or against however, your Chamber would like to have member feedback on this important issue.
Please fill out the survey and return it to us.
PECCTAC will send the survey results and comments to our local and provincial government representatives.

In addition we keep our members informed of important and informative meetings on topics that could have an effect on member businesses.
Although the Board of Directors has adjourned for the summer, we continue to work hard with all our partners and we look forward to September when we can plan for next year.

This year we have students assisting travellers at this Welcome Centre thanks to funding through the Bay of Quinte Tourist Council.

Being your own boss

The Prince Edward County Chamber of Tourism & Commerce has been an active participant of the BYOB project.
The key reason that BYOB has been a big success to date is the continued support to help local youth establish their own businesses and gain new entrepreneurial skills that will help them in their future careers as business people.
So far this year The East Central Ontario Training Board has hosted 3 youth entrepreneur camps that involved approximately 200 local students in full day activities and learning, with another 2 camps to be held in the fall.
The feedback from the students has been very positive. To date there has been 9 young entrepreneurs accepted into the program for support and access to the $3,000 startup grant.
Some great businesses have already begun, ranging from a construction and design business, a database management company to a masonry company.
It is the goal to increase the number of participants before the end of this worthy initiative.

The participants are all working and volunteering in The County and Belleville, and the training will help them to be even more effective in their jobs.

July 22 & 29 and August 5 & 12;
9:30am – 12:00pm.

Tourism Update

It’s been an interesting year to say the least.
The Visitor’s Office has been very busy so we are very pleased to have Dylan Marecak helping us out.
Dylan was born in Kingston, ON and re-located to the Quinte area in 2005.
Dylan graduated from Bayside Secondary School this past June and is fully bilingual, having spent 14 years in French Immersion.
This fall he will be attending the University of Guelph.

OCC - Global Pandemic Tool Kit

The Ontario Chamber of Commerce is reminding businesses throughout Ontario to be vigilant in protecting their operations and employees from possible effects of a global pandemic, by issuing an updated pandemic planning guide.

“The quick reaction to the situation occurring in Mexico shows us that we have learned a great deal from past experiences, and yet, research continues to show that while many businesses are aware of the possible impacts of a pandemic, few have made preparations so that they can deal with this possibility,” explains Len Crispino, President & CEO of the Ontario Chamber of Commerce.
The Pandemic Planning Tool Kit was first released in January 2007 to businesses across the province in an effort to minimize disruption to the province’s economy in the case of a pandemic or other widespread emergency.
A national survey confirmed in 2008 that half of Canadian businesses over 500 employees still have no plan to manage a pandemic.
The tool kit includes the following:
• Estimates of potential staff absences
• Legislative requirements governing staff absences during an emergency and subsequent return to work
• List of possible effects to services and business operations
• Prevention techniques to limit the spread of disease•
Business continuity checklist

Dan Aykroyd's Ideal Route Starts In Prince Edward County!

Today's, June 13th issue of the Toronto Star features the article "On the road with Dan Aykroyd" in the Travel section.
Aykroyd shares his dream wine route and says that he would start in Prince Edward County!

Aykroyd says he would begin his trip in mid October with about a dozen friends driving some Harley Davidsons and a couple of vintage cars.
They would stop for lunch on the patio of Lake on the Mountain Resort.
He says, " They have a wonderful kitchen and serve a great tourtiere with homemade chili relish."
Aykroyd then says they would push on through Picton which is filled with great restaurants.

Aykroyd's wine route takes him on to Toronto and the Niagara region.
